* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of east central New York, including the following counties, Columbia, Greene and Ulster. * WHEN...Until 730 PM EDT. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Numerous roads remain closed due to flooding. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 140 PM EDT, Doppler radar indicated heavy rain. Flooding is ongoing or expected to begin shortly in the warned area. Between 4 and 8 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are possible in the warned area. This areal Flood Warning replaces the Flash Flood Warning since rainfall rates have decreased, but many impacts still remain with flooded roads and elevated stream levels. - Some locations that will experience flooding include... Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Periods of moderate to heavy rain and a few thunderstorms continue through this afternoon. Rainfall rates may reach as high as 1 to 2 inches per hour within the heaviest and most persistent downpours. Despite recent dry conditions, such high rainfall rates in a short period of time can result in flash flooding, especially in urban and poor drainage areas and where heavy rain repeatedly impacts a given area.
